The development of industry, mining and agriculture, irrational and unsystematic use of natural resources, the increase of the
World population, pollution as well as climatic changes, have caused great disorders in the natural environment, endangered
the natural resources and caused the extinction of a vast number of animal and plant species and in some segments, the
human survival itself.

Consequently, the protection and improvement of the natural environment have become the global problems of all the
modern mankind, being the inevitable part of the economic development and, with the rational usage and preservation of
the natural resources, the imperative of the sustainable development and survival, which implies the coordinated
economic growth on one side, and the use of natural eco systems and resources, on the other.

Today, the mature theoretic and political consciousness imposes a permanent connection between the future of
mankind and the future of its natural environment. The main issue is the responsibility towards the nature which requires
overall engagement and coordinated, comprehensive action with the aim to terminate and minimize the negative
consequences caused by the human negligence.
